Can a 12 year old make Websites?

It would depend on the Terms of Service or Privacy Policy for the area your friend lives in as well as the site itself.

For example, FreeWebs, which is based in the USA, is not intended for children under the age of 13. Here is an excerpt from its Privacy Policy:

"Webs is not intended for children under 13 years of age. Consistent with the Federal Children's Online Privacy Protection Act of 1998 (COPPA), we will never knowingly gather or use personally identifiable information from anyone under the age of 13, and we do not allow anyone under the age of 13 to register as a Member."

I believe you can. All you need is a very less knowledge of HTML. Anyone who knows HTML can teach that i like 5 minutes and there are other things that you can add on this which can make your website popular and also help you make money

i'm 15 almost 16 and not allowed 2 do that stuff either it sucks because i know 12yr olds that can...When i was 12 and 13 i would go on: disneychannel-games...yahooligans-games (free games)...if u want something like for friends and stuff like you mentioned, you could activate your yahoo account profile by going on ur e-mail, and all the way on the top left corner, by Hi,... click on ur name and profile
