Do I need a passport?
I am cruising from Miami to Cozumel, Mexico and Key West, FL, then back to Miami.

Both previous answers are correct. However, although you do not need a passport for a closed loop cruise - it is important to know that should something happen while you are away and you need to FLY back to the US, you WILL need a passport to come back. If your cruise is within the next month and you don't want to take any chances you have 3 options:
1) apply for a passport and pay the extra $60 expediting fee and hope it you receive it in the 2-3 weeks
2) make an appointment at your local passport agency and receive it that day
3) use a passport expediting company who can get you your passport in just a few days - 1 to 2 if needed.

You do not need a passport to return into the U.S. - see the information below. HOWEVER - you may need a passport in order to get off the boat in Mexico. You should call your cruise line to find out from them what the requirements are.

Cruise Ship Passengers: U.S. citizens on closed-loop cruises (cruises that begin and end at the same U.S. port) will be able to enter or depart the country with a birth certificate and government-issued photo ID. Please be aware that you may still be required to present a passport to enter the countries your cruise ship is visiting. Check with your cruise line to ensure you have the appropriate documents.

ALL PERSONS traveling by land and sea outside of the United States are required to present a passport book/card, or other valid travel documents to enter or re-enter the United States.
Effective June 1, 2009, all U.S. citizens are now required to present a passport book, passport card, or WHTI-compliant document when entering the United States.
Children under age 16 will be able to continue crossing land and sea borders using only a U.S. birth certificate (or other form of U.S. citizenship such as a naturalization certificate.). The original birth certificate or a copy may be used.

Yes the laws changed last month and now you did passport to go/in Mexico and Canada as well as Europe, etc.

Yes you do need a passport especially if your leaving the country
