Why does it take exactly 0.03 ms to ping the localhost?

$ ping 127.0.0.1

It's the localhost, so shouldn't it approach to 0 ms?

    Since it doesn't leave your network externally, yes, it should be close to 0ms. Your response time of 0.03 ms is within normal range of what it should be.

    It does test the road out to the interface and back in from the interface.

    This takes some time..

    it's a loopback network address, computer send date to this address and get it back, it'll take some time to respond,

    any IPv4 address in 127.0.0.1 and 127.0.0.255 is loopback network address.
