He does not need a visa to visit you. Germany is a country in the Visa Waiver Program (VWP). He will come in with only a valid German passport and be allowed to visit for up to 90 days. He cannot work, cannot go to school. Only visit and hopefully spend some of his money. When the 90 days are up he has to leave. The inspecting CBP Officer he will meet when he arrives in the U.S. can still deny him entry for cause. You can get married while he is here, but he will still have to leave once the 90 days is up. He will be given a departure record that must be turned in right before he leaves the U.S. If he doesnt turn it in, then he will be flagged. Marriage does not get someone U.S. citizenship. That is a MYTH. If you would like him to live with you in the U.S. permanently, then you have to start by filing a petition for him. It is a very long and costly process from that point on. If you do not understand that, then contact an immigration attorney.
Have a great day.

it depends on how long he will be here for. if he is moving here to get married he will need a marriage visa which is like 600 bucks. although if he just comes to visit and you decide to spontaneously get married while hes there then you only need to pay like a 60 dollar licensing fee. if hes just visiting for 2 months i dont think he needs a visa. im pretty sure a visa is only if you are staying more than 6 months but i could be wrong.
