What's the best e-book creation software for text only books?

I've been looking into this for a client and it's a little confusing. Some recommend PDF, others an HTML compiler; and then there's a grab-bag of programs ranging from free to almost $200 that promise everything from flash to videos.

Does anyone have any experience that would help me decide? The original manuscript is in MS Word.

    Adobe is probably the best
