Ft Meade is close to B-more.
And for your second question.. there are three phases in job trainng (if im not mistaken) and during the first stage.. there will be a lot of restrictions.. You can google this.. when i did i had found a really good website that broke it all down for me.

Aberdeen and Ft Meade are the closest to Baltimore. if you are here at DINFOS depends on what Branch you are in will determine when , if at all, you are allowed off base when you are not on duty.
its about 45-60 minutes away depending on traffic although there is a MARC not to far from the gate that runs M-F that can bring you into Baltimore.

Aberdeen Proving Ground is in Aberdeen, about 40 minutes from Baltimore.
It is a very laid-back post, as there are no deploying units there. If you are stationed there (mostly mechanics and students there) you will get plenty of time off.
