Our oven gives off a vibration/buzz when you touch it; the outlet tests as 'open ground'. Is it safe to use?
We've been renting in our condo for 3 years, and noticed when we moved in the 'vibration'. I'll lean on the oven or stir a pot, and my husband might touch my arm or back and he can feel a strange vibration/buzz through me.
I just tested the plug outlet on the stove with a circut tester and it shows as 'open ground', and I can't find a clear answer about this, and if it's safe/unsafe, just confims my feeling that something is wrong with the oven.

no it's not safe ... open ground means there's no ground to that outlet that is working.... you're getting shocked.... get a pro on it.. now!....

You're receiving a mild shock. Open ground means the appliance isn't grounded, and the electricity is using you to complete the circut. Don't use it again until you call a professional.
