Taking due note of the "ever" in your question, an answer is very difficult, as there are factors to be considered which affect any
criteria. (Pardonnez-moi, Mon Chevalier, for throwing a spanner in the works.)
The equipment and courts of yesteryear cannot compare with those
of today. There has been a revolution in diet and training in all sports. Travelling alone was a major factor--many players had to take long voyages by ship to reach their venues. World Wars I and II also had an effect on some players' careers.
I consider that the players of today, given the shoes and rackets of
yesterday, let alone all the other factors, would find it an uphill struggle winning even a game against most of those on the list below. This is not an argument of "what if ... ". Some of their records and achievements withstood for years the advantages which have modified this sport, and to which todays players are privy.
Do not misunderstand me, I admire todays players immensely, and watch their matches. In no way do I wish to belittle their formidable accomplishments.

Long ago I was privileged to watch Ken Rosewall, Lew Hoad, Tony Trabert, Mervyn Rose, Neale Fraser, Roy Emerson and Rod Laver play at White City. Tennis then was no less powerful than today, but it was not all power shots.
Ken Rosewall was an awesome player, with a style of his own. When coupled with the incredible Lew Hoad, they became an amazing
machine, and were Olympian in stature.

Don't think Rafael Nadal is in the ten yet but once he wins a few more Roland Garros's it's safe to safe that he would be considered the greatest clay courter ever. Hence making him one of the top ten male tennis players ever.
