Do you have back support that needs to be cleared up first?I would take a copy of all my legal documents proving this is settled to the DMV and ask them to correct the situation. That is about all I know that may help.GoodLuck.

That the case is inactive, or that parental rights have been terminated, does NOT affect the payment of arrears.
If there were arrears of child support owing at the time that the parental rights were terminated and the ongoing child support obligation was stopped, the arrears are still owing.
The ONLY way to get the drivers license hold lifted is to get the family court to give you paperwork showing that all arrears have been paid in full. Under "some" circumstances the court "may", at it's sole discretion, order the hold lifted if a significant portion of the arrears are paid, and a fixed payment plan put in effect for the rest.
If there were no arrears, and child support was fully up to date at the time that the obligation to pay was lifted, then it's just a matter of getting paperwork from the court to document that, and showing it to CA DMV.
As an aside, I would note that terminating parental *rights* does not in most cases terminate parental *obligations*. It is quite common for a court to terminate parental rights while leaving the parent on the hook for child support. Check your paperwork carefully to ensure this isn't the case for you.

Have you paid all the arrears that are owed? Even though parental rights were terminated, you still owe any back support, especially if the mother received welfare.

You'll have to pay a reinstatement fee, which could be high since it's been 2 years. SC did that to me just because I failed to turn in their plate when I moved to another state.

"Legal advice" from strangers online is interesting in some cases, but not useful in most situations.
Your question is appropriate for your attorney. If you do not have an attorney, go to your state's bar association website for their lawyer referral service.
