The best place to get a secured card is from your local bank or local credit union.
Don't trust online websites for this.

You can try the bank or credit union that you do business with.
If not First Premier offers one, however the fees are charged upfront and they are just about as much as your initial credit limit, however you have to start rebuilding your credit. .
