This answer is buried DEEP in LA history.....I believe it's named after Frank Erwin Woodley, member of the California House until he was appointed to fill the vacancy of an LA Commissioner by California Govenor Johnson, in about 1913/14. He was repeatedly elected through 1926. There is also a street named after him....THE INTERESTING THING IS HE NEVER LIVED IN LOS ANGELES, BUT IN RIVERSIDE as residency was not required at the time. That's why LA info is so hard to find on him !!!!!!

He was a very well know and popular LA figure, very outgoing with many businesses in the whole LA area...

ONE OF THE BEST QUESTIONS HERE EVER...THANKS...
