How to add or remove programs from computer when it is blocked?

When I go and try to uninstall anything it says

"This Content of the control panel has been made unavailable by your system administrator. To make changes in this area contact your system administrator."

WHAT!!!?? I dont have one of those...if you dont know maybe you know a a web service to uninstall programs...

    Reboot ur pc>log in ur pc as the administrator>try again>if u fail, u can use perfect uninstaller.

    At the Login prompt hit Control+Alt +Del once. This will bring up a new Administrator login, don't enter anything into the password box then hit enter. If you are unable to bypass this login it's locked for good by the Administrator. In other circumstances the registry has been modified to block users from access to programs.

    You have to log in as a systems administrator or you have to give your present log in ID system admistrator rights. Try logging off and logging back on as Adminstrator then do it.. or go to control panel, click on user accounts and modify your log in id to have administrator rights.. go to windows help if you need to.
