Who is responsible for the maintenance manuals of a project, a Technical writer or an Engineer?

I just browsing the internet and a found out that those technical instruction manuals that you read such a car book, or how to troubleshoot a machine aren't written by engineers or the person who made the thing, but technical writers; which is weird because i thought the engineer wrote it since he

s the one that designs and creates the project and he would know best how to explain it instead of a technical writer.

So you engineers out there or engineering students can you explain to me how this works as for who writes the technical manuals for like an airplane or a car.

    To do it right requires a combination (teamwork) of engineering, law, English, and education.

    In terms of "resonsible", if the device fails due to design, the engineer is liable, unless disclaimed appropriately with the help of a lawyer.

    Often, the "technical writer" happens to have both a degee in Engineering and English.
