is it because twins are so close they seem like only one person?
these two girls I work with are twins but neither one seems complete without the other ,it's like neither one can think without the other or function if you work with one or the other without them together they're worthless but when they work together it's like one person that works great so is that just a twin thing or what?

Yeah, that seems to be how twins end up working. Its hard for them to not be close to their twin.
Imagine if you had a clone of yourself, chances are you'd feel like you had a best friend and would work amazing with your clone self. Its kind of that way with twins.
