Are HID Headlights (silver star) legal in cars that didn't come with them?
I was told the silver headlights were too bright and outlawed as replacements.

Of course they're legal! Awesome lights too for something that is plug-n-play in a stock headlight without needing transformers or anything extra.
Some research for you - of course from Sylvania. Just go to the page and they'll have links to the government web sites.
