Sometimes program executables are replaced by virus. For example, when registry is corrupt, your execution of explorer.exe might lead to execution of very different program.
It is much more difficult to force avira to produce false positives.
I would do following. First, I would create another user on windows and login with that user. Check if you can operate normally with that user.
Secondly, Avira might block other antivirus websites as it is bad idea to use 2 antiviruses in the same time. I would download avast and disable/uninstall avira. In worst case, I would bring avast using USB disk or so.

Have you tried in safe mode? Run your scan in safe mode.
If not possible, unfortunately, you will have to do a destructive reformat. You will lose all your files, but that's the price of getting rid of a bad virus.
