1. Reformed Tax collection
2. Made it easier for provincials (non-citizens) to become citizens
3. Provincials could become senators
4. Increased size of Senate to 900
5. Settled 100,000 poor on land in provinces
6. Put proconsuls on fixed salary
7. Established Julian Calendar
He mainly helped the poor and the provincials. He was disliked by the upper class of Rome (patricians). He not only made reforms to strengthen Rome but he also strenghtened his power base.

I'm pretty sure he put a stop to the gang activity. And his army was pretty unstoppable. Personaly I think he wasnt the man for Rome at the time. He had his ways of pissing people off.
