I think you refer to the reforms he brought when he was dictator in the 45 b.C. : lex iulia de provinciis (the provincial governors couldn't stay in charge for more than 1 year). Some leges de magistratibus (the praetors' number grew up to 18, questors' to 40, were increased in number also the tresviri monetales and the tresviri capitales). Innovated the provincial administration and the provincial tax collecting. The tribunals were formed only by senators and equites equo publico (excluding the equites equo privato). Abolished all the collegia a part the non-political ones. Reorganized the frumentationes (with the creation of 2 magistrates and a fixed, controlled, number of assisted persons). Lex iulia de pecuaria (imposed to use 1/3 of free men between sheperds and farmers). Lex iulia de portoriis (reintroduced custom fees in order to protect the italian agricultural output). Putted some limitations to the maximum wealth in gold and silver, forcing to invest in agriculture in Italy.He forbid to the senators' sons to go out from Italy (a part official missions) and to the citizens to move away for more than 3 years. Reformed the calendar. With colonies, assignations and new foundations he gave a terrain to 80.000 families of allies and veterans.
