FLYING VFR ON TOP OR AROUND CLOUDS?
i see alot of airplanes flying very close to clouds on youtube, alot closer then the 152 rule just having fun. legally the only way you can fly as close to clouds as you want while flying on a VFR flight plane or VFR on top is in class B airspace or a SVFR departure. are all these guys flying illegally or did i misunderstand in IFR class??

It's very very difficult to tell how close an airplane is to a cloud in a video. The lens creates illusions that make the distances seem less than actual. Then there are some that break rules as well.
However, if they are out in Class G airspace the rule is only 1 statute mile vis. and.... Clear of clouds under 1200 AGL. You can get very close to clouds in that situation!

In class G airspace you can legally be in the clouds without an IFR flight plan/Clearance. But they may be farther away then the camera makes them look.

they could be on and IFR Flightplan and just flying VFR on top. In fact, a lot of the time to get up there they would have to be IFR
