Type:
(1.0 Exp -14) / (2.0 Exp -3) = 5.0x10^ -12
Note you need a scientific calculator

(1.0 2nd LOG -14) / (2.0 2nd LOG -3) = 5.0x10^ -12

In addition to the 10^( command from [2nd][Log], you could also use the [2nd][,](EE) command. It will insert a little 'E' (which is used to denote scientific notation).
So...
1.0E-14/2.0E-3 would give 5E-12.
