do you..........................................................?
.........put the noun at the end of your statement? or the noun before the question? For example:
It's crappy out, the weather is.
or
My shoes, where are they?
Instead of:
The weather is crappy.
Where are my shoes?
I was watching this movie and this guy from Jersey (where the movie was shot) talked like that.
I don't talk backwards, I know the bottom sentences are correct according to basic english.
FYI....It was a movie and I am not trying to bash the residents of Jersey by any means. You guys are cool with me!!!!!!!

Maybe the character was second generation American and was using the word order of his parents who spoke another language.
I remember seeing Marlon Brando in Guys and Dolls, and all the characters had this strange way of talking. Very correct some-how...but, I don't know which part of America they were from.

Having been born and raised in Jersey, I can assure you we speak English. Some of us even speak it properly.
