Is there a device to communicate with the deaf if one doesn't know sign language? What is it called?

Where would I get one? What is the cost?

my brother has a computer that speaks for him. i don't remember the name of it though. i do know it was quite expensive but my mom had funding for it so it was free. its quite clunky and i'm sure there is a better device out there but it works pretty well.

A pencil. You probably already have one.
