Honest fair trade chocolate products?

With Halloween approaching I'm looking at fair trade Chocolate. It seems to me to be way over priced. ($9.95 for 40 small pieces)

I don't want to sound suspicious but I know that even fairly paid farm workers in the Ivory Coast and such are still paid very little by the standards of developed countries so why should the chocolate be 3 or 4 times more expensive?

I also read that Cadbury in the UK is fair trade certified does anyone know if that applies to all Cadbury or just UK? In my case it would be Cadbury Canada.

Are there any other major brands that are fair trade certified?

For the record Astrid Nannerl - Cacao actually does grow on trees. :)

Similar Halloween chocolates would be about $2.50 for a 40 piece bag, maybe cheaper. I'm sure the processing and distribution is the same for fair trade chocolate as it is for regular chocolate since these things occur in developed countries. Certainly employees for Hershey's or Cadbury in the US and UK are paid. Someone who owns a trucking company or container ship is not going to be forced to transport goods for nothing. So what's the justification for what seems to me to be an exorbitant price difference?
