You really can't go by "how much" the cartridges cost, the REAL cost is CPP or (cost-per-page), for example a Lexmark 44xl Black cartridge may cost $35.00 and you get an average of 440 pages per cartridge and a brother cartridge costs $12 per cartridge and gets 110 pages, so in the long run the "cheaper" one actually cost you $13 MORE!
So in short, go to review sites like CNET.com or Tomshardware.com and search for inkjet printers and they all have side-by-side comparisons of CPP and other specs compared.

Get any Brother inkjet printer. Cheap compatible cartridges. If you want refill cartridges it's even cheaper and easy to refill:

Also you may consider Canon printers but only those that using individual cartridge for each color. i.e. http://refillbay.com/inkjet-printer-refills/canon-...
Canon individual color cartridges easy to refill and cheap.
I wouldn't recommend to buy Epson or HP unless you want to waste money on cartridges.
