No to the first question. Flip effects resolve AFTER damage calculation (after cards are sent to the graveyard). Penguin Soldier will be in the grave when you are allowed to target the monster(s).
Yes, Penguin Soldier CAN return Fusions and Synchros with its effect. However, Fusion and Synchro monsters will be returned to the Extra Deck instead of the hand.

no it can not when ever a monster with a flip affect is destroyed the affect would resolve in the grave yard.

No it cant return it self to your hand because it go's to the graveyard first then activates its ability.
