Would this count as Oct 31 11:59:59pm, or Nov 1 11:59:59pm?

College application:

"Your online materials can be submitted until midnight EST on Sunday, November 1."

I'm not taking chances, but if it means tomorrow, I think I'll try and enjoy my Halloween.

    I don't understand what you are asking. Since the time is 11:59:59 p.m. on Saturday October 31; at 12:00:00 a.m it is November 1
