computer is not booting, Why?
As soon i switch on my computer , there is noise in the cpu, after the os opens only the sound goes off. Now at times i get the same sound and my computer doesn't get booted.After two to three times if i restart only it gets booted. Any help?
I get rattling sound where it doesn't boot if that sound is heard.

Have a tech clean out the fans, and boards! A clogged fan with dust, cat hair, etc will get very loud and not perform as well which can and does effect the computers performance, including not booting up correctly. Without looking at the PC there is no way for me to tell 100%, but it is a start.

Sounds like a hardware problem, ie its parts not working.
If this is true, (you think so) take it to a pro, they the only ones who really know how to sort it.
Or..
It might be software, do you get a stop error message aka Blue Scren Of Death.
Then it will be software prob.
This may be to recently installed software or drievers

If you get beeping sound than its probably loose connection with ram or else you re-assemble your pc once it's surely a problem with loose connections

Hmm I get it .
Look ... if u can reinstall ur hardwares, u should do as i say :
remove the processor, RAM, BIOS Battery, and if there is any add-on cards. and wait for 2-3 minutes .
Then reinstall them as b4.
Now U will see ur pc boots perfect for sure.

Can you describe the noise a little more? Is it a beeping or rattling?....something please?
