Help me remember a game. please!?

It is quite old, windows 98 era, though it was in 2002, 2003 also.

It had some kind of robots fighting.

There were neutral structures in gray which when captured with ctrl turned to our colour.

then, that rival used to shout "Oh my! Oh my!" and "Come out, Come out, wherever you are!"
