What is the required criteria one must meet before testing on animals?

Pretty much explains it, I know there is a pretty detailed list of things people must be able to do before they can test on animals for any reason, and I was wondering what the criteria was?

    To put it simply, a facility with approved space, lighting, ventilation, temperature control, and other specified characteristics, plus an approved detailed plan and necessary personnel for the proper care of the number and kind of animals you intend to use. This includes necessary regulations which all scientists support, plus frivolous requirements that benefit neither the scientists nor the animals, but greatly increase the costs of medical research, put into place by well-meaning but uninformed "animal rights" activists and equally ignorant legislators who support them.
