Both. Since I leech and seed at the same time really. Say, my download's on 50kbps and my upload's the same. My ratio is 1. So I downloaded the file and uploaded it at the same time. I leeched and seeded.

Your a leecher until your done downloading, Then you become a seeder if you decide to keep uploading the file
