How many turns do my lug nuts need to be safe?

I got a set of aftermarket wheels for my car, and the offset is a little greater. It only takes 6.5-7 turns to tighten them, as opposed to the 10.5 turns for my stock steel wheels.

One of my friends says I need to get longer studs, someone else told me that it's normal.

    That's not "normal." The studs should protrude through the lug nuts - if they're acorn style blind nuts, the stud should stick through the wheel at least the length of a stock lug nut.
