Baby bunting for cold weather?

We live in upstate NY and it's getting chilly. I don't want to end stroller rides for my soon-to-be 7 month old. She loves being outside. We have a bunting. Silly question bit: It goes on over her regular clothes, right?! LOL. I mean, she kicks off most blankets, so the bunting seems necessary. Thanks!

Update:

Thanks. I do have the stroller cover. We're not out long when the wind blows.

yep just dress her in one more layer then you are in and then zip her up in the bunting, make sure the one you have has a spot for the seat belt though you still want her buckled into the stroller, or use a pram suit or one piece infant snowsuit with arms and legs.

Yea it goes on over regular clothes. I would also get a stroller cover to block the wind.
