Thesis statement (is this a thesis statement)?
While the Industrial Revolution was an important turning point in history, it had many positive and negative effects during its time.
Is that a thesis statement? Because I'm writing about the positive/negative effects. Do I have to pick a side necessarily to make it a thesis?

Yes, that will do. However, to write the body of the paper, you'll need to pick a side. The point of a thesis, is to have a theory and attempt to prove it.
It's a good starting sentence, but from there, you should pick one positive (or negative) effect of the industrial revolution and stick to that one point.
You could argue that the Industrial Revolution led to current climate concerns... or go positive and argue that this period is responsible for our Information Age and all its benefits. You could argue it led to women's suffrage... because we didn't voting rights until we worked in factories to cover the factory workload of WWII soldiers and demanded the right to vote in 1920.

You have to be more specific, put your main paragraph topics in your thesis statement. For example
Mass production, increase of population, progression of technology, child labor, increase of tuberculoses, and pollution are the positive and negative effects of the Industrial Revolution.
No, you don’t pick a side. Try not to be bias just write about the negative and positive effects.
In your paragraphs, you topic sentence should be something like this, of course it depends what you picked as your effects.
Mass production is a positive effect of the Industrial Revolution because (say why it was a positive effect). After your topic sentence, prove your topic sentence with evidence from sources such as your book or an article on the internet. What ever you use, cite your sources.

THat is a thesis statement and no, technically you do not need to pick a side if your argument is that it was both positive and negative. The one thing you want to change is the first part of the sentence. Change it to Because the Industrial Revolution was an important turning point in history, ...

Your thesis is that they had BOTH negative and positive side effects. Since that's the point you're trying to get across you don't need to pick a side. I would say that's a legit thesis statement.

Yes, that's a thesis statement. It sets the stage for your writing. It's very good, as there is expectation in it.

Maybe leave out the positive and negative effects part. You can mention that later.
