Do police pay for their training and do they have to pay for
a permit upon completion? Do they have to renew their permit anually?
In some cities it can cost as much as $1000 or more to be an ice cream vendor. Shouldn't it cost an equal amount to harass business people?

No the Department pays for your POST Certification
Permit is POST Certification
POST is renewed annually by 40 hours of training required by the states POST committee about what they feel needs to be taught (PPCT, Handcuffing, Laws Updated, Changed laws, First Aid, CPR, Fire Arms, Shotgun all passed with and 80% +)

Your soul and you must learn how to say "OINK!" through meetings after you've been taught that you are the only faucet of all and judges are nothing but statues that just stamp orders and petitions.
Plus, you must have a pyschological exam that must be passed. One of the characteristics you must prove is that you hate all minorities and will put them all in the system for the sake of the status qou. Having any affiliation with the KKK and other hate groups is a plus!
