What is the problem with my next door neighbor?

Every morning he gets the paper naked. He just moved in to a very wealthy neighborhood. He is about 27 and the only one in the house. One day instead of knocking on the door he throws a brick at my window. I went to the door and he was naked asking if I want to buy girl scout cookies. I've never seen him wear clothes. One day I was outside working on the lawn and he walks outside a takes a crap on his hand and rubs it on his chest painting a smily face and then went for a jog. Last weekend he was playing football with some boys in the neighborhood, he had underwear on but he tackled a kid and then peed all over his face. What should I do?
