Help! I have a hair growing under a layer of skin!?

It's not just a red bump. It is a raised area, almost 1 cm long, and I can see the hair underneath it. The hair comes out at one end and is growing, but there is still a lot of it stuck under a layer of skin. I can see the hair under the skin, too. How do I remove it??

Update:

Sorry if I sound like an idiot, but isn't an ingrown hair just supposed to be a little red bump? I can see a black line under my skin where the hair is growing.

    It;s called a ingrown hair - they're quite common if you shave your legs, much more common if you wax. Scrub the area with an exfoliating sponge for a day or two in the shower to get the dead skin off the top. After each, put some pimple cream on - this will get rid of some bacteria, clean the area, and draw it out. If it's not out after a few days, soak it with a warm, wet towel for about 10 minutes, then try to squeeze it out as you would a pimple - if using your hands doesn't work, use a tweezer. When you're done, wash the area thoroughly with soap and water, and it wouldn't be a bad idea to put on some rubbing alcohol and a band-aid.
