Yeah its safe. Just check the sellers rating and comments from people who have brough fro them previously, if its 100% with good comments, its fine :)

there is a payment system called pay pal that will help you resolve every problem that you may run into.

i would not use e bay unless you make your payments using pay pal. they are even willing to assist you in legal confrontations with a seller if you need to sue. normally you would not need to go that far.

e bay also has a rating system to inform users about the reliability of buyers and sellers. read the ratings for a vendor before committing to a purchase.

The answer you are looking for is YES. but you need to be able to look for safe sellers. 1st of all, positive feedback. when looking at a product you are interested in, look at the sellers feedback, if its a 100% positive with atleast 3 or more feedback, thats one thing of your mind. then its how many pictures it has, the more the better because then you will be able to see exactly what you are buying.
