    There aren't any haircuts that meet those parameters except for a bowl cut or some sort of modified bowl cut. I don't see how the hair can cover the forehead and also be out of the face since 1/3 of the vertical distance of the face is forehead. If you want to show off your eyes and have them as the focus, I suggest going for a regular taper cut, ivy league or crew cut. These will minimize the hair and frame the face in a way that puts the focus directly on the eyes. The focus will go from the eyes to the frame formed by the jawline, frontal hairline and design of the top hair and then back to the eyes. A good barber can design any of these to suit almost any guy's head shape. face and neck shape, frontal hairline and facial features. Maybe take a look at the short, medium and celebrity galleries at the haircuts for men site for ideas.

    regular taper cut:

    ivy league(long crew cut):

    Some barbers describe an ivy league as a crew cut just long enough to be parted and combed to the side, if so desired. An ivy league can also be worn with the hair brushed up off the forehead to form the short pomp front, or with the short bangs brushed down on the forehead like a forward brush cut.

    crew cut:

    I switch between these styles frequently. When growing to a longer style I continue to get a haircut every three weeks but a slightly longer short style: short crew cut, medium crew cut, short ivy league, ivy league, long ivy league, short taper cut, regular taper cut etc

    Grooming any of the short pomp styles- crew cut, ivy league, flat top crew cut- is basically the same and takes about a minute or two.

    1) Towel dry hair.

    2) Barely dip fingertips in jar of wax.

    3)Transfer wax to palms.

    4) Smooth palms over hair.

    5)Brush hair off forehead to form short pomp front.

    Whichever style you decide on, be sure to take a photo to help describe the desired haircut to the barber or stylist. If you need more photos of a particular style let me know.

    Good Luck!
