With the /22 mask you should be able to communicate fine between 172.16.4.1 - 172.16.7.254
1022 hosts per subnet. The subnet mask is 255.255.252.0

Yes, these IPs or any range of IPs do connect to each other. As you see on internet every user or ISPs have different IP addresses on different subnets but all are connected. Thats what a router means. Routers do this kind of jobs. :)
