First off you would notify the hospital and then the AMA, American Medical Association. Make sure that you have proof about what you claim and make copies of all the evidence that you have so that when you give copies to the hospital and the AMA you keep a copy somewhere safe.

You're not qualified to make such a determination.
But if you are, you would know to report your suspicions to the state medical board.
So I don't think you've got a chance.
