What could a faint fluttering noise be? A guess on how much it would cost to fix?
I have a 1994 Honda Accord DX with about 189,000 miles on it. I just noticed today after a couple minutes of driving at low speed a faint fluttering noise. Another way to describe it would be the noise from a card in a bicycle wheel but much quieter. It only happens if my foot is on the gas; once I lift my foot from the pedal it goes away. I don't know if it is happening at higher speeds, as road noise may be drowning it out. I popped the hood, and I could not hear the noise in idle nor with someone pressing the gas while in park. I can't really figure out even what section of the car the noise is coming from.
Have any guesses on what the problem might be? Have any ideas on how much it cost to fix it? I appreciate any help. Thanks.

Vibration when Driving? Possible Bubble starting to form in one tire? Loose Fender Skirt or Mud Guard? Yea, Bad/Fared Fan Belt but then again you can't hear it when you open the hood.

maybe a bad catalytic converter. i'm not sure but that could be one possible problem. does it sound like its coming from under hood, wheels or under car near middle or rear.

it is probably the heat shield between the floor of the car and the muffler has broke loose. very cheap fix
