What is a good free picture editing software?
Anything I can download off the internet is beset. I want to do those effects where everything else is black and white and only 1 color stands out. And other things, but thats the main thing. Thank you so much! Please give me a name of a software and a link!

YOU CAN USE THE GIMP!
And to make the picture look black and white with one color then here is a great tutorial on how to do it!

GIMP is free and is a great software to use for editing photos.
