    slowed down, by using less power.

    Some meters will operate in reverse if you are feeding power into the grid (and you will get paid for it). This requires a special agreement with the power company and a special meter, and special equipment.

    Other than that, it's illegal.

    No, and even if you do, they monitor it. If they see that it is reversed, the number they wrote down will be larger than the current one, you can be charged with tampering. If you put it on hold or something, they will investigate to see if you are living without power. Either way, they will know. If you are concerned about the bill, you should talk to the company to arrange a payment plan.

    You can confuse a meter by shifting the phase with a large capacitive load. It's illegal, dishonest and potentially dangerous - and if you get the sums wrong you might actually speed it up.
