He has been very hands-off (much to the chagrin of many liberal-progressives), and has stated that any reform is good reform. That means he'll sign it if it doesn't have universal coverage (ie. a public option).

To answer your quesitons, because Obama will sign anything that reaches his desk, he doesn't need a Plan B. Congress will keep revising it until all the real reform is eliminated, and when Obama signs it, he will say that he met his campaign promise to reform health care. If it's not a great bill, it's not his fault. It will not stick to him as a failure like it did for the Clintons in the nineties. Good politics.

Meanwhile, forty million Americans with no health care are suffering from treatable conditions because they don't have enough money to pay their doctor. Sad.
