How much does it cost an employer to create a new company position in their company?

I have to write a HR Proposal in regards to creating a new position in a company of my choice and writing up a job description for a class project, due at the end of the term. But for this week I have to justify the financial aspects of creating the new job and the benefits to the company and how much it would cost the company to create it. I'm still doing research, but I was wondering if any business owners or employers out there knew how much it would typically cost to create a new position for that of a inventory control analyst or for a job with similar responsibilities.     I mean there's no official cost. You don't have to pay fees to the government or anything. The cost would depend almost entirely on how much change to the rst of the comapny is needed. The rewriting of HR forms, the changing of job positions, corporate structrues, adding someone else to payroll et cetera. If the benefits of that position outweigh those costs than it shouldn't be an issue
