Trust the judgment of the people who make the TP. It should be over the top, the proof is had by looking at embossed or printed paper. If it goes over the top, the pattern (color) shows, even if the paper hangs down below the roll, if you put it down the back, the back side (no pattern/color) shows.

But this fact isn't going to change anyones mind, I'm sure. Some people don't want to be confused with facts, Heaven forbid!

Source(s): Edit: They don't print anymore....? WOW AM I OLD ! But they do still emboss, I just checked and the embossing is only on one side, and that is for over the top.

I must be one of the rare people who could care less how the toilet paper rolls out....as long as there is a roll there I am happy! My biggest pet peeve about toilet paper is when someone finishes the roll and doesn't bother putting a fresh roll in its place and the next person to use the washroom finds out it is empty.

Over. My TP holder is partly recessed into my tile wall. When it is under, you have to touch the tiles to get hold of it. This is a time when I really don't want people to be all touching the wall in the same basic place. It's kind of icky if you think about it.

When it's over, you don't have to touch anything except the paper that you intend to use.

Over because there used to be pictures printed on toilet paper and it had to be over to see then.

Source(s): Old enough to remember printed paper!!

Definitely over. Can't find end when it's under. All hotels have theirs over and usually a little pleated design although I don't do it, it looks nice.

Under because it runs off the roll more easily. If over it doesn't run so smoothly and keeps breaking off.

Over - less waste - easier to grab - more hygienic -

its harder to grab when its under, it sticks to the wall.
