Are there any organizations that support and defend ethical behavior in our society?
Are there any organizations in US that can apply pressure on or punish people engaged in unethical behaviors like these:
1) children taking away ssi money from their elderly parents in exchange for minimal attention?
2) a wife throwing a partially disabled husband on the street without means for survival?
3) a parent consistently mistreating a child (but avoiding anything clearly illegal)?
Let's imagine that I am a neighbour who is deeply hurt by having to witness these behaviors. Who can step in to help?

What you are talking about is legal, not ethical. Ethics is something you find in church. Big difference. Of course, you find ethics in professions like attorneys and judges, but quite frankly, these are lawyers judging lawyers on what is right. How much justice do you actually expect?
But on the subjects you mentioned,
1. About the children and SSI, contact the Social Security Administration or AARP. They have a world of information on how to stop this. But remember, the parents have to realize they are being mistreated or abused financially to be able to support your accusations or they really wont go much farther bar obvious abuse to a social worker. With the parents on board with your complaints, you can probably get something done. Without them, well, not much you can do but file a complalint and see where it gets you.
2. Why did the wife throw the partially disabled husband on the street? Do you know the whole story of their lives? Just asking a question. I would say try your local churches or social service organizations to help him find a home or somewhere he can get out of the cold.
3. Mistreating a child. Ok, of all these, that would be the one you could proabaly do more with. contact your local social service department or hotline and turn them in. I promise you an investigation to your claims will be done. This is probably the strongest avenue you have available that actually is taken seriously.
I am sorry you have to witness these things. But remember, you cannot solve every injustice or wrongdoing. You can only try.

The only thing I can think to do is report the behaviors to the proper authorities and hope appropriate action results. SS should be interested in the first two cases. Payments are to be used for the support and care of the individual receiving benefits, not as supplemental income for others. Good luck to you.
