I need help finding the name of this film!?

Ok, long story short:

When I was little, there used to be a film on Cartoon Network (i think lolz). It was about a boy. At the start of the film he was riding a yellow bike, but was being teased by some other kids because he couldnt drive over a ramp or something. Then it started to rain. So he went into the library for shelter. Once he was in the library, he saw some sort of a mural on the ceiling. Then the mural turned into a vortex and he was sucked up into it (i think). Anywayz, up until this point, the film is not animated, but once he is sucked into the vortex, it becomes animated. Ok, so now, after recovering from the whole vortex thingy, the boy gets up and looks around. The library is now like 10 times bigger. Dont know what happens after this, all I remember is that the film was about the boy trying to find the exit of the library so he can re-enter the "real world" (where nothing is animated). Eventually he does find the exit and the film is not animated anymore. On the way back from the library, he meets the bullies again, and this time, he is about to do some stunt on the ramp on his bike (beating the bullies). Ok, so after all this time he spent in the library trying to find the exit, his parents dont know where he is and are worried sick. They are just about to phone the police, when the boy rides up home on his bike. They are relieved. Dont know what happens next, but I do know it ends with the boy falling asleep in his treehouse and his dad comes up and throws a blanket over him.

Anywayz, the reason i ask this is because this is my all time favourite film of my childhood. But over the years, I have forgotton about it, and it only came back to me recently, and I would love to watch it again soon.
