This sounds like the thermocouple is very dirty or defective and needs to be replaced. Have you tried

brushing off the scale and dirt.

Trying 6 times would not purge all the air in the lines especially a pilot light. Do you have a furnace or stove on propane and are the working,if so try running them for awhile this would help to get the air out especially if they,re farther away from the tank than the water heater is.If you suspect the thermocouple(the tube that sits over the pilot) one trick is to clean it with fine sandpaper, gently rub it afew times to clean any residue off it you don,t have to make it look brand new. If it,s your only gas appliance or none of them are working properly and it,s below freezing where you live your regulator by the tank may be frozen wrap it with a warm towel and try. hope this helps

I have to agree with fed ... sounds like the thermocouple is dirty. The thermocouple the rod that is immersed in the pilot flame and the problem is when they get crusty looking that is from the in impurities in the burning of the glass flame. This crust will act as a insulator and insulate the rod from the pilot flame and this becomes a problem. You see when the rod is immersed in the flame the rod will create 1 millionth of a volt that gets sent to the gas valve and energizes a safety device that tells the gas valve on a call for heat it s ok to allow gas to flow to the burners because the pilot is lit. In the event that the thermocouple gets to crusty it does not allow the thermocouple to pick up the heat and hence the 1 millionth of a volt is not created so the safety device does not get energized and hence no gas flows on a call for heat. So check the thermocouple and if it looks crusty take a wire brush to it and reinstall it and light the pilot and you should be in business. Best of Luck in Advance !!

If its not the thermocouple it could also be the valve that it controls. This was the problem with a heater we have last week where i work

It may be the thermocouple, but my guess is that you still have air in the line. Keep trying to light it, and hold the button down longer to purge the line. I bet it will straighten itself out once you get the air out.

    Replace the thermocouple in it.

Replacing it is the same as the water heater.
