Nail polish base and top coat, what's the difference?

The base coat works to form a stronger bond for the nail polish. The top coat is intended to seal the polish.

Think of it this way. If you're painting a wall, you'd apply a primer first, then the paint. An example of a top coat in this example would be lacquer after staining furniture.
